Masked suspects fired a gun into a vehicle in Poplar, police said.
Detectives have launched a probe into the incident in Blair Street at around 5.35pm yesterday (April 26).
A Met Police spokesperson said their early enquiries suggest those responsible were masked and travelling on e-bikes.
Det Insp Mat Freeman said: “We know that when this incident happened there were members of public and vehicles driving nearby.
“Officers are keen to speak to anyone who witnessed the incident or who saw or heard anything suspicious at around that time. Also, if you were driving in the area, did you record something on dash cam?
“Any piece of information, no matter how irrelevant it may seem, could be crucial in piecing together what took place.”
The Met previously said its officers were called to reports of a brawl in the same road at 5.41pm yesterday.
A spokesperson told the Advertiser: "Officers are still trying to work out what happened – but these weren’t separate incidents."
Those involved in the reported fight had left before police arrived, the force previously said.
One of them was reportedly in possession of a knife but no-one was injured.
